On January 2, 2008, Legislative Service Commission (LSC) staff issued its report Incentives for Local Entities to Assume Control of State Historic Sites (1.9MB PDF will load in a new browser window and requires Adobe Acrobat ® Reader) to the Commission which is composed of 13 members of the legislature, six from the House and seven from the Senate.
LSC staff examined the information which OHS provided to them, interviewed local site partners and other potential transferees then followed up with a financial questionnaire, and visited representative sites. LSC staff examined 15 of the 20 sites submitted by the Ohio Historical Society, eliminating the five that are likely to be transferred to a state or federal agency: Cedar Bog, Davis Memorial, Glacial Grooves, Inscription Rock, and Seip Mound.
Incentives that were identified include the following:
- Capital funding through the Ohio Cultural Facilities Commission
- Establishment of a central endowment fund or provision of matches for endowments for individual sites
- Income tax deductions
- Tax credits for endowment gifts or donations of operating funds
- State income tax check-offs
- Sales and property tax exemptions
- Special license plate fees
Several non-monetary incentives were also identified:
- Transfer of ownership of collections associated with the sites
- Legal assistance for transfer
- Continued access to OHS expertise
- Continued designation as a state memorial
- Continued and increased heritage tourism promotion by OHS and the state
