Director of Historic Preservation & Deputy State Historic Preservation Officer

Summary:
Responsible for overseeing the day-to-day operations of the Ohio Historic Preservation Office (OHPO) and assume a leadership role, as a member of the executive management team, in the advancement of the organization's strategic priorities.

Essential Duties and Responsibilities:

  • Demonstrate entrepreneurial leadership in developing short- and long-range plans for the OHPO, consistent with the institution's strategic vision.
  • Oversee the responsibilities of the state historic preservation office as outlined in the National Historic Preservation Act and relevant sections of the Ohio Revised Code, with signatory authority for the SHPO.
  • Establish and carry out an OHS standard of excellence for OHS historic preservation programs that is consistent throughout all programs and in each location.
  • Supervise Society personnel ensuring overall compliance with OHS employment policies and procedures, defining job duties, establishing work goals, setting performance standards, evaluating performance, and recommending the hire and promotion of staff.
  • Develop and administer the operating budget for the division.
  • Oversee the annual Historic Preservation Fund grant, including fulfillment of the annual work plan and reports and coordinating Ohio's participation in Annual Advocacy Day in Washington, D.C.
  • Serve as Executive Secretary to the Ohio Historic Site Preservation Advisory Board.
  • Promote financial health of programs through increasing revenue generation.
  • Cooperate with the Marketing Office on implementation of effective public relations and marketing activities.
  • Cooperate with the Office of Institutional Advancement to identify grant opportunities; write, supervise, and/or assist in the preparation of grant applications as necessary.
  • Pursue ways to expand institutional involvement to a variety of stakeholders and constituents. Address feedback or request from public and local communities and establish and maintain an effective working relationship with the local communities.
  • Cooperate with state offices and legislators, historic preservation organizations, academic institutions, public history organizations, and other potential institutional collaborators.
  • Other duties as assigned.

Supervisory Responsibilities:
The following units will report to the Director of Historic Preservation & State Historic Preservation Officer: Education and Support Services, Inventory and Registration, Resource Protection and Review, and Technical Preservation Services. The Certified Local Government and Preservation Services Manager also reports directly to the DSHPO.

Qualifications:
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required. Education and/or Experience:
Graduate degree in history, architecture, historic architecture, architectural history, archaeology or a closely related preservation field, or its equivalent in education and experience; alternately the applicant must meet the professional qualification standards in 36 CFR 61, Appendix A. An extensive working knowledge of federal and state historic preservation laws, regulations, and programs is required. A minimum of eight years of progressively responsible administration. Highly seasoned senior manager with demonstrated relevant experience in all or many of the areas of responsibility.

Language Skills:
Ability to read, analyze, and interpret the most complex documents. Ability to respond effectively to the most sensitive inquiries or complaints. Ability to communicate effectively, both orally and in writing with a variety of constituents, including elected officials, governmental agency staff, historic preservation organizations and the business community. Ability to make effective and persuasive speeches and presentations on controversial or complex topics to top management and key constituents.

Mathematical Skills:
Ability to manage operating and project budgets. Ability to calculate figures and amounts such as discounts, interest, proportions, percentages, etc. Ability to apply concepts such as fractions, percentages, ratios and proportions to practical situations.

Technical Skills:
Sound computer skills, including proficiency in Microsoft Office suite. Ability to use GIS software preferred.

Reasoning Ability:
Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

Physical Demands:
Requires prolonged sitting, frequent standing, bending, stooping and occasional lifting of up to 50 pounds. Requires normal range of hearing and manual dexterity sufficient to operate computer keyboard, telephone, photocopier, calculator, and other office equipment as needed.

Work Environment:
Normal office environment and travel to other institutional locations. Requires ability to work under stressful conditions and availability to work irregular and weekend hours and travel on day and overnight trips.
